Inmate Tasered By Deputies Dies In Custody

                                            Monday, September 19, 2005

The Santa Cruz County Sheriff's Office announced today that an inmate died while in custody over the weekend after resisting the jail staff's attempts to restrain him and being shot with a Taser gun.

 David Anthony Cross, 44, died Sunday afternoon at Dominican Hospital. He was admitted to the hospital Saturday night after being involved in an altercation with staff at the Santa Cruz County Main Jail, according to the sheriff's office.

Cross had been arrested earlier Saturday after a domestic violence incident. While in custody he began acting irrationally including yelling, kicking and banging his head against the cell door, according to the sheriff's office.

Jail staff attempted to restrain him but he resisted and was shot with a Taser gun. During the confrontation he stopped breathing and was subsequently taken to the hospital, according to the sheriff's office.

An investigation into the incident is currently ongoing. The sheriff's office will not comment further on the incident until the investigation is complete.

Thousands of US law enforcement agencies now deploy the M26 Advanced Taser, which are several times more powerful than the original version used by the LAPD and other agencies in the 1970s and 1980s. The M26 is one of a new generation of Tasers developed by Taser International, an Arizona-based company, and was introduced for operational use in late 1999. It operates on 26 watts of electrical output (compared to 5-7 watts of earlier models) and discharges pulsed energy to deliver a 50,000 volt shock designed to override the subject's central nervous system, causing uncontrollable contraction of the muscle tissue and instant collapse.  In May 2003, Taser International introduced a new model, the Taser X26, which is 60% smaller and lighter than the M26 but has the same voltage and, according to the manufacturer, an incapacitating effect which is 5% greater than the M26.  Both fire two probes up to a distance of 21 feet and are programmed to be activated in five-second bursts of electricity, although, as shown below, the electrical charge can be prolonged beyond five seconds if the officer's finger remains depressed on the trigger. The shocks can also be repeated so long as both probes remain attached to the subject. The darts are fired by an air cartridge which has to be reloaded if a second firing is required. Both models have laser sights, for accurate targeting (and avoiding hitting vulnerable spots such as eyes or face). They also have a built-in memory option to record the time and date of each firing

                           STOP THE MADNESS!

    The COLD, HARD, SOBERING FACTS about alcohol and drunk driving in the United States:
    • Fact: A total of 41,059 total traffic fatalities were recorded in the US in 2007. Of those, an estimated 12,998 (over 31%) were drunk drivers (Blood Alcohol Concentration above .08).

                                                The Forgotten Cop


    What would the average citizen say if it were proposed that Police Officers be assigned to a neighborhood which was inhabited by no one but criminals and those Officers would be unarmed, patrol on foot and be heavily out numbered? I wager that the overwhelming public response would be that the Officers would have to be crazy to accept such an assignment. However as you read this, such a scenario is being played out in all areas of the country.

    We are Correctional Officers. Not Guards (who are people that watch school crossings). We work at minimum, medium, and maximum security Correctional Facilities. We are empowered by the State to enforce its Penal Laws, rules, and regulations of the Department of Correctional Services. In short we are Policemen. Our beat is totally inhabited by convicted felons who, by definition, are people who tend to break laws, rules, and regulations. We are out numbered by as many as 50 to 1 at various times of our work day and contrary to popular belief, we work without a side arm. In short, our necks are on the line every minute of every day.

    A Correctional Facility is a very misunderstood environment. The average person has very little knowledge of it's workings. Society sends it's criminals to Correctional Facilities and as time passes, each criminals crime fades from our memory until the collective prison population becomes hordes of bad people being warehoused away from decent society in a place where they can cause no further harm. There is also the notion that prison inmates cease to be a problem when the are incarcerated.

    Correctional Facilities are full of violence perpetrated by the prison population against the prison population and facility staff. Felonies are committed daily but are rarely reported. They are called "unusual incidents" and rarely result in criminal prosecution. Discipline is handled internally and, as a rule, the public is rarely informed of these crimes. In the course of maintaining order in these facilities, many Officers have endured the humiliation of having urine and feces thrown at them. Uncounted Correctional Officers have been kicked, bitten, stabbed and slashed with home made weapons, taken hostage, murdered and even raped in the line of duty, all while being legally mandated to maintain their Professional Composure and refraining from any retaliation which could be the basis for dismissal from service.

    In addition to these obvious dangers,Correctional Officers face hidden dangers in the form of AIDS, Tuberculosis, Hepatitis B and C. Courts are now imposing longer sentences and the prison population is increasing far beyond the systems designated capacity. As the public demands more police on the street, governments everywhere are cutting police in prison where violence reigns supreme, jeopardizing all those working behind prison walls.

    Although you will never see us on "911" or "Top Cops" we are Law Enforcement Professionals. We are the "FORGOTTEN COP," hidden from public view, doing a dangerous beat, hoping someday to receive the respect and approval from the public who "WE SILENTLY SERVE."

    John Henry Thompson: Arizona's Most Colorful Sheriff

     

    For 8 long terms, John Henry Thompson served as sheriff for Gila County in the years 1890-1912. He was born on December 19, 1861 in Bell County, Texas and in the early 1880’s arrived in the Payson area. He settled and farmed 160 acres which were located under the rim rock of the Mogollon Mountains. People gave him the moniker of “Rimrock Henry”, and that name that stuck with him his entire life.

    On January 12, 1887, John married Carrie L. Nash and then moved to the town of Payson and was selected Postmaster. The sheriff of Globe at the time was Glenn Reynolds who was shot to death after escorting the Apache Kid and other rebel Apaches to the Yuma Territorial Prison. Afterwards, Jerry Ryan was appointed to fill the position of sheriff. His term was short lived when he died six months later. He drowned trying to save a family friend. John decided that he wanted the position and needed his neighbor and close friend, John W. Wentworth, to endorse him. Wentworth was a man of importance, a miner and Justice of the Peace in Globe. He wasn’t sure if Wentworth would agree, after all Thompson’s cattle did meander onto Wentworth’s land and destroying his mining equipment. After using his step-father, O. N. Cresswell as a mediator between the two of them, Wentworth finally made the recommendation. On June of 1890, after swearing to the oath of office for sheriff of Globe, Thompson moved his family there. He continued to get elected as sheriff until 1896 when he decided not to run for another term.

    Thompson, like many others, was hit with gold fever and decided to travel up to Alaska to see if he could get lucky and strike it rich. In 1890 he returned to Globe but no one knew if he ever found any gold. He started a partnership with Dick Barley in the feed, fuel, and livery stable business. In 1900, he got the bug to run as sheriff again, and added his name to the ballet. He easily won the position at the same time his businesses were thriving. Thompson was able to buy property in town and rent out some of the buildings. He also built his family a brand new home. He took another break from running for sheriff when some of his old mining claims had problems and took up much of his time.

    Thompson couldn’t stay away from running for the office of the sheriff of Globe. In 1908, he ran for a sixth time and won. He ended up as Globe’s sheriff for a total of eight terms which ended in January 8, 1912 at the urging of the county supervisor. Thompson and some buddies were having some drinks in the Globe saloon just a few days before Christmas in 1911. All of a sudden a shot rang out and the bartender was dead. Upon investigation of the body, the bullet was a match to Thompson’s gun. He and his friend, Harry Temple were accused of the crime of murder. They were watched over by Frank Haynes, who took over for sheriff after Thompson resigned. They were found not guilty but Thompson’s career as sheriff was over at the age of 51. He had racked up the most arrests and convictions than any other sheriff in Arizona history.

    Thompson spent the next 20 years working for the Arizona highway department, selling real estate, mining, and cattle ranching. Carrie died in 1926 and in July of 1932, he married a widow named Allie Smith. Thompson and Wentworth butted heads over many issues throughout the years until his death on August 2, 1934 in Globe, Arizona.

    This Wild West lawman, prospector, and businessman have been described by many as Arizona’s most intriguing sheriff.


    Sheriff tackles Deputy movie culture at Theo Lacy Jail

    The morning after the release of scathing grand jury transcripts, detailing Jail Deputies watching television and text messaging while an inmate was brutally beaten, a Sergeant walking through Theo Lacy jail found two Deputies in their station watching a DVD movie.

    The discovery was made Tuesday morning as part of a new policy that calls on Sergeants at the jail to walk the jail more thoroughly and directly supervise Deputies. Watching television was prohibited by policy more than a year ago, as a direct result of the beating death of John Derek Chamberlain.

    So this week's discovery had senior Sheriff's officials seething. The tale of movie-watching Deputies has been highlighted at regular briefings all week.

    "I had the Register in my hand," said Captain Dave Wilson, who has overseen Theo Lacy jail since March. He read the Deputies headlines such as "Theo Lazy" and asked them, "How can we defend ourselves against headlines like that when we have guys still watching television?"

    Wilson - a 26-year department veteran - said "I've been struggling with this since Tuesday. It's baffling."

    Chamberlain, who was booked into the jail for possessing child pornography, was beaten to death in October 2006. Nine inmates have been accused of the killing, which they say a deputy initiated by pointing Chamberlain out as a child molester. A grand jury spent nearly a year looking into the matter and two senior Sheriff's officials resigned and were fired as a result of their testimony. This week, when the transcripts were released, county officials were stunned to learn about a lax culture among Deputies at the jail that included watching television while on duty.

    To find Deputies still watching movies while on duty, Wilson said, was "horrible and astounding."

    He noted that on Tuesday morning, all the inmates were secured in their cells. And as the Sergeant on duty walked throughout the jail and reached the guard station in one of the modules, he noticed a monitor that had a DVD component player hooked up. "It was on and there was a movie playing," Wilson said. The film was "Pirates of the Caribbean:  At World's End."

    Wilson said a total of three Deputies have been referred to Internal Affairs for an investigation. Two Deputies were actually watching the film while another patrolled cells.

    There is a positive side to the depressing affair, Wilson said. "Good Sergeants were out there doing their job and being vigilant and holding their subordinates accountable."

    Accountability and openness is an issue that's being pounded on from the highest levels of the department, Wilson said. And that even means self-discipline among the ranks.

    "Sometimes, it takes a lot of courage to stand up to your peers and say check yourself," Wilson said. He is personally attending personnel briefings this week and reiterating that all Deputies "need to hold each other accountable."

    Given the past year of indictments, lawsuits, beatings, grand juries, Wilson said the message is clear: "We don't have any margin for error."

     

    With the jail population soaring to new all time highs, 
    many prisoners are in custody for violent
     crimes and have gang affiliations.

    The need for a unit with specialized training to deal
     with these high risk inmates was recognized and in April of 
    1997, the Specialized Response Team (SRT) was formed.

     Along with day to day operations, the team handles small 
    disturbances and violent inmate cell extractions. They are very
    knowledgeable of the facilities mechanical layout 
    as well and train on a regular basis.

    The Doe Network is a volunteer organization devoted to assisting Law Enforcement in solving cold cases concerning Unexplained Disappearances and Unidentified Victims from North America, Australia and Europe. It is our mission to give the nameless back their names and return the missing to their families. We hope to accomplish this mission in three ways; by giving the cases exposure on our website, by having our volunteers search for clues on these cases as well as making possible matches between missing and unidentified persons and lastly through attempting to get media exposure for these cases that need and deserve it.

    We cooperate with several Missing Person, Law Enforcement agencies and Medical Examiners and strive to work with more in the future.


    Case Criteria

    All disappearance cases are for longterm cold cases of persons who went missing since 1999 or before. The Unidentified Victims cases are prior to 2006. The Doe Network does include cases of unidentified victims in our main database, that were located after this time period, but death was believed to have occurred at least in 2006. For deaths occurring in 2007 and 2008, see our Hot Case Criteria.

    Many of the cases we feature have little evidence available. The Doe Network includes these cases regardless of the minimal clues at our disposal.

    Welcome to Law Enforcement United!  

    We are proud to report that on May 12th - Federal, State and Local Law Enforcement Officers arrived at the site of the Pentagon's September 11th Memorial after having bicycled from Chesapeake, Virginia.

    These officers  delivered checks to the Concerns of Police Survivors (C.O.P.S.) for $110,000 and the Officer Down Memorial Page (ODMP) for $20,000.

    It is our mission to honor the service and sacrifice of all law enforcement officers that have died in the line of duty and support the survivors left behind.

    I began creating black and white drawings of wildlife subjects in my teenage years. After spending over twenty years as a police officer working the street, I have now turned my focus toward honoring my profession and especially those officers who have made the ultimate sacrifice ... with their lives. My hope is to create prints that officers and their loved ones can enjoy while honoring both those who have died in the line of duty and those who have survived the profession. As my fellow Brothers and Sisters and I know, being a police officer is not just a job for most of us. It is a part of our inner fabric. A passion that most cannot understand. Why would anyone choose to run toward a violent offender when most everyone else is running away?

    Alex’s Lemonade Stand Foundation (ALSF) shares the vision of our founder and creator, Alexandra “Alex” Scott—a cure for all children with cancer.

    When Alex, who was diagnosed with childhood cancer just before her first birthday, was four, she told her parents she wanted to set up a front-yard lemonade stand. Her plan: to give the money to doctors to help them find a cure. Her first “Alex’s Lemonade Stand” raised an astonishing $2,000 in one day. While bravely fighting her own cancer, Alex continued to set up lemonade stands every year. As news spread of the remarkable girl so dedicated to helping other sick children, people everywhere were inspired to start their own lemonade stands—donating the proceeds to her cause.

    In 2004 when Alex passed away at the age of eight—her stand and inspiration had raised over $1 million towards finding a cure for the disease that took her life. Alex’s Lemonade Stand Foundation was started by her parents in 2005 to continue the work that Alex began. Our mission is simple: to raise money for and awareness of childhood cancer causes—especially research into new treatments and cures—and to encourage and educate others, especially children, to get involved and make a difference for children with cancer.

    They Walk The Walls Of Stone

    I didn't write this but like the message.

    Correction Officers walk daily on walls of cold, gray stone.
    They sit in dark, dank towers for hours all alone.
    On the prison grounds, they walk amongst the inmate’s naked hate
    And out in public being shunned is their one common fate.
    Disliked by society, ridiculed by the press,
    Working in a world where all those living inside are a mess.
    It’s full of Psychos, Sickos and Sociopaths.
    So the Officers train with guns, batons and how to "kick ass".
    No one wants to know them or give them the time of day.
    No one will forgive or forget them when some murderer gets away.They’re told they’re at the bottom of the law enforcement barrel. And at the top of the budget cuts when their Legislators quarrel.
    No one wants them, but everyone needs them around.
    No one else wants to walk those walls or the beat they pound.
    The public cries they’re stupid, evil, violent and cruel.
    Despite all this, the Officers accept this daily duel.
    All they have is each other when they lose one of their own.
    Only their feelings of being a family can breach those walls of stone.
    They can’t let their feelings show while they’re on the job,
    So they gather after hours to ease their hurt, trying hard not to sob.
    Then the next day dawns and they start over again.
    Walking on those walls of stone, concealing their pain.
    They can’t take it out on the inmates, even those to blame.
    They continue to act professionally in the midst of an insane game.
    With all this on their minds and weighing heavily on their hearts,
    I think it most amazing they continue to act their parts.
